- they are not typed section anymore but named ones
- the section name is the gw name plus qmp_

Smart network configuration ensures it takes into account eth0, in some devices (such as pico2) /sys/.../eth0/device file does not exist.

1. If force=yes, then force even ignore_devices (make it blank)
2. If not force, don't touch the existing already configured devices

This fix a bug with tl-wdr4300 (hooks and smart configuration were incompatibles)

	* Mute the output of grep in packages/qmp-system/files/etc/uci-defaults/qmp_clamp_tcpmss.
	* Avoid the use of the pipe in packages/qmp-system/files/etc/uci-defaults/qmp_clamp_tcpmss.
